Please see the passage flagged in the
attached draft minutes of the last meeting of
the Shipping Committee. It has a bearing on the
letter that I wrote recently to the Secretary.
You will see that the Committee's proposed letter
to us is to be circulated for approval, though it
appears that they have already made up their
minds as to its general lines. I doubt whether
there is any further action that I could usefully
